英文： Lead Concentrate HS 2607000090; Zinc Concentrate HS2608000090. MFN duty 0%, VAT 13% on CIF value. RCEP Certificate ofOrigin for preferential tariff.

必填申报要素品名、原产国、加工方法（浮选/重选）、金属品位Pb/Zn、水分、包装（吨袋）、定价方式（公式定价必须提前海关备案）、用途（冶炼提取金属）

二、完整操作流程（Pre-shipment → 放行提货）

1. 发运前预审（Pre-shipment Preparation，重中之重）

1）企业资质：进出口权、海关注册；向商务部申领自动进口许可证 O证（一票一证，按船次申领）2）合同条款：锁定干吨DMT计价、水分扣重、有害元素限值、放射性、品质异议、退运责任；公式定价合同提前备案3）境外供应商提供：成分分析证、放射性检测报告；装船前核查，禁止夹带垃圾、塑料、杂物，防止触发固废鉴别退运4）HS归类、单证预审，提前预判审价风险

2. 海外装船 & 海运订舱 Ocean Booking & Loading

埔江国际可安排海外监装、吨袋加固、海运保险，跟踪大船到广州/深圳港。

English: Oversea loading supervision, container booking, cargoinsurance, vessel tracking to Nansha/Huangpu / Yantian/Shekou.

3. 到港换单 Exchange Delivery Order (D/O)

凭正本提单Original B/L /电放Telex Release向船代换D/O提货单，结清码头、船代费用。

4. 报检 + 单一窗口申报 Inspection & Customs Declaration

1）入境法检（必做）：现场γ放射性检测（GB20664，≤400nGy/h），外来杂物检查、固废筛查；放射性超标直接扣货退运2）单一窗口录入报关单，上传全套单证+O证3）海关审价：参考LME伦敦金属价格、合同、付汇资料；按干吨DMT核算完税价格，水分予以扣减4）线上缴纳关税、增值税

English: Mandatory radioactivity inspection & solid wastescreening. Customs valuation based on DMT, moisture deduction. Payduty & VAT via single window.

5. 海关查验 Customs Examination

随机布控H986机检或人工开箱查验：核对品名、吨袋包装、重量、外观杂物、放射性复测；如怀疑固废/有害元素超标，取样送实验室鉴别。

English: H986 scanning or physical inspection. Sampling for labtest if suspected solid waste or hazardous element over limit.Non-compliant cargo will be returned.

6. 放行 → 拖车提柜 → 堆场仓储 Release → Trucking → Warehousing

放行后码头提柜，安排20GP/40HQ拖车到冶炼厂/矿石堆场；提供拆柜、取样、堆存、过磅、分拨。

English: After release, container pickup, inland trucking,devanning, weighing, sampling & ore yard warehousing.

3. 夹带生活垃圾、塑料、大量泥土尾矿：海关启动固体废物属性鉴别，判定为固废强制退运，企业信用降级、罚款

4. 公式定价未备案，直接审价异常，产生补税、稽查风险

5. 有害元素As、Cd、Hg超标，海关可做退运处置

6. 申报品位、水分与实测差距过大，触发审价、补税
