一、全流程操作（中英文）

1. 发运前预审（Pre-shipment Document Review，重要环节）

1）商品判定与HS归类：确认货物属于再生铜原料 / 再生铝原料 /再生钢铁原料，严格核对指标（金属纯度、杂质、夹杂物、放射性限值），不同品类禁止混装（独立分隔包装除外）2）境外供应商资质审核：境外工厂/货商，配合出具成分分析、放射性检测报告；装船前预检验3）国内收货人资质：进出口权、海关注册备案；加工利用企业资质、环评、生产场地证明4）合同条款锁定：明确品质指标、不合格退运责任、检验标准；RCEP原产地证可申请关税减免

3. 到港换单（D/O Exchange after vessel arrival）

凭正本提单Original B/L /电放提单Telex Release，向船代换取提货单DeliveryOrder，结清换单费、码头前置费用。

英文：Exchange Delivery Order (D/O) from shipping agent againstoriginal B/L or telex release.

4. 报检 + 单一窗口报关（Inspection & Customs Declaration）

1）报检：海关实施放射性检测、外观感官检验，指标存疑时抽样实验室检测；2）单一窗口申报，录入申报要素：品名、材质、金属成分含量、重量、原产国、用途（冶炼再生原料）3）海关审价，提交价格佐证材料（付汇凭证、采购合同） 4）缴税：关税+13%增值税

英文： including radioactivity inspection & visual check.Submit customs declaration via single window, pay customs duty &VAT 13%.

5. 海关查验（Customs Examination）

随机布控H986机检或人工开箱查验，核对品名、重量、杂质、放射性；不合格直接退运。

英文：Customs inspection (H986 scan or physical check).Non-compliant cargo will be returned overseas.

6. 放行 → 拖车提柜 → 仓储（Release → Trucking → Warehousing）

放行后码头提柜，埔江国际安排拖车送至加工厂/仓库；提供拆柜、理货、取样、仓储保管。
