1. 海运提单 Bill of Lading(B/L)Consignee填写国内备案进口商/代理；品名、毛净重、件数必须与发票箱单完全一致；硫化钨锡精矿标注UN3077Class9 Marine Pollutant。 Consignee: Registered Chinese importer /broker. Commodity, GW/NW, packages must match invoice & packinglist. Sulphide W/Sn concentrate mark UN3077 Class9 MarinePollutant.

2. 商业发票 CommercialInvoice注明湿重、水分、干吨、干基WO₃/Sn品位、伴生金属（Ta/Nb/As/Pb/Cd/Hg）、计价方式、TC/RC、原产国。State wet weight, moisture, dry metric ton, dry-base WO₃/Sn grade,associated metals (Ta/Nb/As/Pb/Cd/Hg), pricing term, TC/RC &country of origin.

3. 装箱单 Packing List件数、每袋毛重净重、包装类型（吨袋）、唛头、封条号。Number of packages, GW/NW per tote, packing type (tote bag),shipping mark & seal No.

4. COA成分分析证书 Certificate ofAnalysis干基WO₃/Sn品位、水分、有害元素As, Pb, Cd, Hg,F；由SGS/BV/CCIC第三方机构出具，海关审价、品质检验核心文件。 Dry-base WO₃/Sn grade,moisture, hazardous elements As, Pb, Cd, Hg, F, issued bySGS/BV/CCIC, core document for customs valuation & inspection.

二、钨锡精矿完整进口清关检验流程 Full Import Customs & Inspection Flow

Step1 前期商务与资质预审 Pre-shipment Preparation

1. 国内企业完成进出口收发货人备案；申领自动进口许可证O证；长期合同做海关公式定价备案。Chinese importer completes customs consignee registration & appliesfor Automatic Import Licence (O Licence).Long-term contract file formula pricing record with customs.

2. 进口合同约定：品位、水分扣重、有害元素罚则、放射不合格责任、固废判定、滞港/退运责任。 Contract definesgrade, moisture deduction, penalty for impurity over-limit,radiation & solid waste risk, demurrage & return liability.

3. 海外装船前完成COA、CNAS放射性检测；硫化矿制作海事危险品申报资料；订舱、装柜，出具B/L。 Pre-shipmentCOA & radiation test at mine. Prepare maritime DG docs for sulphideconcentrate. Book vessel, load container & issue B/L.

Step2 到港前预审 Pre-arrival Review (72hrs before vesselarrival)

代理收齐全套资料，预审单单一致、归类、审价、放射/固废风险；预约口岸门式辐射工位，舱单预申报。 Broker reviewsfull documents, verify consistency, HS classification, valuation,radiation & solid waste risk; book portal radiation inspectionbooth & pre-declare manifest.

Step3 换单 D/O Exchange

凭正本/电放提单，向船公司换提货单D/O，结清THC、DOC、换单费。 Exchange delivery order(D/O) with carrier against original / telex release B/L, settleTHC, DOC & exchange fee.

Step4 单一窗口报检+报关 Customs & CI on Single Window

监管方式0110一般贸易，录入O证编号；上传全套单证；海关审单、审价；伴生贵金属必须完整申报，漏报会触发估价补税。Declaration mode:0110 General Trade, input O Licence No., uploaddocuments; customs conduct document review & valuation. Allassociated precious metals must be fully declared, otherwisesupplementary tax may be charged.

三、主要风险提示 Key Risk Reminders

1. O证必须证等货，货到港无法补办，缺证直接扣货，产生高额滞柜、堆存费。

   O Licence must be ready before vessel arrival; cannot applyafter arrival. Missing licence causes detention & highdemurrage.

2. 钨锡矿天然放射性高发，装船前务必做CNAS全核素检测；放射性超标直接退运，损失全部运费与码头费用。

   Tungsten & tin ore naturally prone to radioactivity. CNAS fullradionuclide test before loading is mandatory. Radiation excessleads to mandatory return with full freight & terminal loss.

3. 品位偏低、混入大量尾矿泥土，海关启动固体废物鉴别，判定固废禁止进口并退运。

4. 硫化钨锡精矿属于UN3077九类海洋污染物，漏做海事危申报会被海事处罚。
