巴西驻华使馆明确划分领事认证业务受理领区

　　巴西驻华使馆告，即日起，江浙沪皖鲁五省出具的文书送巴西驻上海总领馆认证，闽粤桂琼湘滇贵七省出具的文书送巴西驻广州总领馆认证，使馆不再认证来自上述区域的文书。望广大企业遵照执行。

 

办-理大使馆认证（领事馆认证）需要提交哪些单证和文件？

1、用于通关结汇及涉外商贸活动的各类商业单证和证明文件，如：原产地证、商业Invoice、价格单、规格证明、重量证明、装箱单、提单、报关单、合同、检验检疫证/书、公证/书、保险单等；

2、其他与涉外商贸活动相关需办-理大使馆认证（领事馆认证）的文件。

外交部领事司和使领馆认证

　　 对申请单位提交代理的单据文件审核后，对于可以办-理领事认证的单据（如产地证）和官/方机构、公证部门出具的文件（例如商检局出具的商检证、动植物检疫局出具的动植物检疫证明等），可按要求直接送外交部领事司进行认证。对拟办-理的领事认证，属于贸促会认证范围的单据文件，如：INV、提单、屠宰证、商检公司出具的商检证、保险公司出具保险单等，先由贸促会直接加盖单据证明专用章予以认证，然后送外交部领事司认证。对于需制作国际商事证明书的，先交中国贸促总会出具国际商事证明书，再送外交部领事司。

　　在领事认证中，由我国外交部领事司对单据文件先进行认证是外国驻华使领馆领事认证的先决条件。作为领事认证的前提和必经的程序，我国外交部领事司的认证是代表country对涉外商业单据文件进行审查。因此，对于需要领事认证的单据文件在外国驻华使领馆认证前，必须先由我国外交部领事司认证，而不得直接交使领馆认证。

外交部领事司办妥认证后，由外交部驻外机构服务中心送外国驻华使馆办-理领事认证。
