不予认证的规定.

领事认证的办-理程序

　　 申请与审核

　　我国出口企业在出口贸易业务中，根据进口国的规定或进口商的要求，需要对涉外商业单据文件办-理领事认证时，出口企业可以委托贸促会代为办-理。

　　 委托代理时，申请单位应填写《领事认证申办表》，提交需要办-理领事认证的单据文件。单据文件应当具备以下条件：

　　 ——符合使领馆的规定要求（语言、份数、相关单据文件）；

　　 ——单据文件必须合法有效、真实可靠、正确无误；

　　 ——单据文件应当是正式制作的，根据需要可以是正本、副本、甚至是复印件（如报关单），但不能为手写。

　　 ——单据文件卷面整洁，文字、签字应当清晰；印章不清、模糊，盖倒、重复盖两个章的单据文件不受理。

　　 贸促会签证机构经审查，认为材料齐备、符合条件的，可以接受代理申请。
