一、中文版本

（一）前期资质与单证（发货前）

1. 企业资质

1）再生铜铝原料（非固废）：国内收货企业具备进出口权、海关注册备案；无需固废许可证2）海外回收废铜铝（固废类）：国内收货人《固体废物进口登记证书》；海外供应商必须取得AQSIQ境外供货企业注册，且在起运港完成CCIC装运前检验，不合格不得装船。

2. 必备单证清单

基础商业文件：外贸合同、商业发票、装箱单、海运提单、原产地证

技术文件：金属成分检测报告、放射性检测报告、夹杂物/水分检测报告（GB/T38471、GB/T38472）

监管文件：再生原料备案资料 / 固废进口许可证、CCIC证书（固废废金属）、报关委托书、报检委托书

申报规则：不同种类再生铜铝禁止同票混装申报；散装不同类别禁止混装，独立包装可分类堆放HS编码参考再生铜原料：7404000030 /7404000050；再生铜合金7404000020/7404000040再生纯铝：7602000040；再生变形铝合金7602000050；再生铸造铝合金7602000020/7602000030

（二）完整清关流程（广州黄埔/南沙港，埔江国际一站式操作）

1. 海外备货+起运前检验海外回收分拣，取样检测；固废类必须CCIC装运前检验，合格出证后方可装柜、海运发往广州港。

2. 船舶到港，换单船舶抵港，凭正本提单/电放提单向船公司换提货单，支付换单费。

3. 报检（法定检验）提交资料，海关实施放射性筛查、外观查验；存疑货物抽样送检，检测夹杂物、水分、有害重金属。

4. 单一窗口电子报关申报录入报关单，提交全套单证，海关审单+审价。

5. 缴税关税+进口增值税13%；再生铝大多0关税；再生铜关税1.5%；公式定价货可提前向海关备案。

   计税公式：完税价=CIF价；增值税=(CIF+关税)×13%

6. 海关现场查验（抽中才执行）核对货证、柜内货物分类、有无夹带污染物；拆箱、取样。

7. 检验合格+海关放行检验无异常，系统放行；出具放行通知书。

8. 码头提柜、拖车配送埔江安排码头提柜，内陆拖车送工厂/监管仓，可配套仓储。

（三）清关费用参考（广州口岸，2026市场参考，不含国际海运费）

（四）风险要点

1. 再生原料严禁不同大类混装申报，否则退单、退运；

2. 放射性超标、夹杂物超标、夹带危废/生活垃圾直接退运；

3. 申报时限：船舶进境起14日内申报，超期产生滞报金；

4. 固废类废铜铝监管更严，无A无法清关。

4. Key Risks

1. Mixing different categories of recycled raw materials in onedeclaration will cause document rejection or cargo return.

2. Cargo with radioactivity exceeding limit, high impurity or mixedhazardous waste / domestic garbage will be rejected andreturned.

3. Declaration deadline: file customs declaration within 14days after vessel entry, late declaration will incurdelayed declaration surcharge.

4. Solid waste scrap copper/aluminum has stricter supervision; + CCIC certificate = cannot clear customs.
