对伊斯兰country出口清真肉类或其他食品，必须由中国伊斯兰教协会签发统一的出口清真食品证明（哈拉证/书），地方伊斯兰教协会不能签发出口证/书。上述证明应加盖中国国际贸易促进委-员会的印章后方可办-理领事认证。

 

相信许多次接触到“领事认证”这个名词的读者一定充满好奇，只听说过商品质量要认证，领事认证又是什么呢？今天，我就来向您介绍一下领事认证。

　　领事认证是指一国外交、领事机构及其授权机构在公证文书或其他证明文书上，确认公证机构、相应机*关或者认证机*关的zui..后一个签字(认证)或印章属实的活动。许多人需要到国外使用国内有关机构出具的文书，却不知道要办-理领事认证，结果往往是无功而返。举个学生出国留学的例子。根据国际惯例，一般情况下，出国留学前，需要申请留学签证。为此，申请人要提供包括出生、无犯罪记录、学历、学位、成绩单等很多证明材料。但如果直接拿着这些材料去使馆申请签证，往往会被使馆以有关材料未经领事认证为由而拒签。这时候，就需要为这些材料办-理领事认证了。

领事认证的费用

1.一般情况下，办-理领事认证所发生的费用由我司先行垫付，待认证文件寄回，再据实结算。对于有不良记录（结算不及时等）的合作伙伴，则应预交办-理费用。

2.已送进使馆进行认证的文件或单据，申请单位发现错误要求退回的，须提供盖有单位公章的书面撤单申请，贸促会可以帮助及时追回，但其已发生的费用，申请单位必须承担。

3.由于各个country使馆的规定、收费及注意事项时有调整，所以办-理领事认证的费用不是一成不变的。

　 its scope mainly includes:

　　 (1) general certificate of origin issued by the ccpitsystem;

　　 (2) foreign-related commercial documents certified by theccpit visa agency. common ones are: commercial inv, packing list,price list, shipping company certificate, bill of lading, packinglist, insurance policy, etc.;

　　 (3) according to the re of the importing country orimporter, other relevant documents and documents required to becertified by the consulate.

　　 in actual business, the most common documents that need to becertified by the consulate are the certificate of origin andcommercial inv.

for consular authentication of commercial documents (such ascertificates of origin), the following stipulations are usuallymade in the letter of credit: "the certificate of origin should belegalized by embassy or consulate" certification).

领事认证的范围

　 其范围主要有：

　　 （1）贸促会系统所签发的一般原产地证；

　　（2）由贸促会签证机构认证的涉外商业单据文件。常见的有：商业inv、箱单、价格单、船公司证明、提单、装箱单、保险单等；

　　 （3）根据进口国或进口商的要求，需要办-理领事认证的其它有关单据文件。

　　 在实际业务中，需要办-理领事认证的单据文件zui为常见的是原产地证和商业inv。

　　 对商业单据文件（如原产地证）予以领事认证，通常在信用证中作如下规定：“the certificate of originshould be legalized by embassy orconsulate”（中国贸促会出具的原产地证明，必须由某国使馆予以认证）。
