概况：

在进出口贸易过程中，进口商根据本国的法律或习惯，常常要求出口商将出口货物所涉及的单证拿到本国驻出口国的使领馆办-理认证，然后才能到相关结汇银行进行交单结汇，这一认证过程就是人们常说的领事认证。

概述 :简称领事馆认证（LEGALIZATION BY EMBASSY OR CONSULATE),又称“外交认证。是指一国外交、领事机构及其授权机构在公证文书或其他证明文书上，确认公证机构、相应机*关或者认证机构的较后一个签字或者印章属实的活动。

尚未与我国建交的country，其领事认证如何办-理？

目前可以参考以下三种办法：⑴征得进口商同意，找第三国的驻华使（领）馆代为认证；

⑵仅由外交部领事司对文件进行认证；

⑶与进口商协商，由贸促会出具证明，证明进口国目前在中国尚无使馆，为此要求给予免认单据文件的待遇。

涉外公证/书必须办-理领事认证吗?

　　一般情况下，我国内出具的涉外公证/书在送往国外使用前，应按有关规定办-理领事认证。

　　目前，加拿大、日本等少数country对我国文书免除领事认证。美国、法国等国免除我国部分种类文书的领事认证。但如上述country的有关主管机*关仍坚持要求文书办-理领事认证的，则应按其要求办-理领事认证。

How to handle consular certification for countries that have notestablished diplomatic relations with my country?

At present, you can refer to the following three methods: (1)Obtain the consent of the importer and find the embassy (consulate)of a third country in China for certification;

(2) Only the Department of Consular Affairs of the Ministry ofForeign Affairs will authenticate the documents;

(3) In consultation with the importer, the CCPIT will issue acertificate proving that the importing country currently does nothave an embassy in China. Therefore, it is required to be grantedthe treatment of exemption of documents.

Foreign-related notarization/books must be done-is it certifiedby the consul?

　　 Under normal circumstances, the foreign-relatednotarization/documents issued in our country should be certified bythe consulate in accordance with relevant regulations before beingsent abroad for use.

　　 At present, a few countries such as Canada and Japan exemptChinese documents from consular authentication. The United States,France and other countries exempt the consular authentication ofcertain types of documents in my country. However, if the relevantcompetent authority of the above-mentioned country still insists onre the document to be certified by the consulate, it shallbe required to perform the consular certification according to itsre
