随着中国改革开放的不断深入，领事工作进入发展新时期。包括领事认证在内的各项领事工作在整体外交大局中的地位和作用日益突出，同时也越来越被老百姓所熟知。

　　什么是领事认证

　　领事认证与生活中常见的“产品质量认证”或“认证许可”不同，我们这里所讲的领事认证是指一国外交、领事机构及其授权机构在公证文书或其他证明文书上，确认公证机构、相应机*关或者认证机*关的较后一个签字(签章)或印章属实的活动，其目的就是使一国出具的公证/书或有关文书能在另一国境内被有关当局所承认且具有法律效力，不致因怀疑文书上的签名或印章是否属实而影响文书的法律效力。因此，形象地说，人出国要办-理签证，而文书出国就要办-理领事认证了。

1. "Single authentication" in domestic consularauthentication

The so-called "single authentication" in the domestic consularauthentication refers to the consular authentication of theforeign-related notarization/books or commercial documents issuedin China before being sent abroad for use-the Department ofConsular Affairs of the Ministry of Foreign Affairs of China or itsauthorized local foreign affairs offices Later, the country thatuses the document informs that there is no need to process theconsular authentication of the country’s embassy in China, and thecountry that uses the document can accept the document. This isoften called "single authentication".

2. "Double certification" in domestic consular certification

The so-called "dual certification" means that before theforeign-related notarization or commercial documents of our countryare sent abroad for use, the consular certification of theDepartment of Consular Affairs of the Ministry of Foreign Affairsof China or its authorized local foreign affairs office must behandled in accordance with the re of the country wherethe document is used. The consular certification of the Chineseembassy in China can be accepted by the country using the document.This is usually called "dual authentication".

3. How to know to do-single certification or dualcertification

Under normal circumstances, it should be in accordance with there of the relevant embassies and consulates in China andthe country where the document is used-single or doublecertification.

所谓国内领事认证中的“单认证”，是指我国内出具的涉外公证/书或商业文书拟送往国外使用前，办-理好我国外交部领事司或其授权的地方外办的领事认证后，文书使用国告知，无需办-理该国驻华使领馆的领事认证，文书使用国即可接受该文书。这通常被叫做“单认证”。

2.国内领事认证中的“双认证”

所谓“双认证”，是指我国涉外公证或商业文书在送国外使用前，办好我国外交部领事司或其授权的地方外办的领事认证后，还需按文书使用国要求办-理该国驻华使领馆的领事认证，方可被文书使用国接受。这通常被叫做“双认证”。

3.如何知道要办-理单认证还是双认证

一般情况下，应按照有关驻华使领馆和文书使用国的要求办-理单认证或双认证。
