哪些使馆要求所有认证的商业文件须提交一式两（多）份？

菲律宾、泰国、委内瑞拉、土耳其、古巴等country驻华使馆规定，对申办领事认证的文书需要留存归档，且存档的文书也要经过我国外交部领事司办-理领事认证。所以向上述外国驻华使馆申办领事认证时，应按要求一式两（多）份的原件，办-理领事认证。

哪些文件属于贸促会代理领事认证的业务范畴?

（1）关结汇的各类商业单证，如：原产地证、商业INV、装箱单、提单、商检证、屠宰证、船证明、保险单等；

（2）用于涉外商贸活动的各类证明文件，如：合同、协议、委托书、报关单、授权书、代理协议、营业执照、资信证明、投标文件等；

（3）其它与涉外商贸活动相关需办-理领事认证的文件。

已经在外国的涉外公证/书，是否可以向我国驻外使领馆申办领事认证？

　　答：我国驻外使领馆不掌握国内公证处或其他出证机构的签字或印章备案，不便核实文书真伪，因此原则上不受理国内出具的公证/书或其他文书的认证申请。当事人应将文书送回国内，按正常程序补办认证处或外交部委托的地方外办的领事认证和文书使用国驻华使领馆的认证手续。

因使馆认证的时间一般较长，为了不影响国外客人清关，尽快安排资料作。在加签问题上拿不准主意时，要多与客人沟通，因为客人比我们更熟悉他们本国的规定。

(1) All kinds of commercial documents related to foreignexchange settlement, such as: certificate of origin, commercialINV, packing list, bill of lading, commodity inspectioncertificate, slaughter certificate, ship certificate, insurancepolicy, etc.;

(2) Various supporting documents used for foreign-relatedbusiness activities, such as contracts, agreements, power ofattorneys, customs declarations, power of attorneys, agencyagreements, business licenses, credit certificates, biddingdocuments, etc.;

(3) Other documents related to foreign-related businessactivities that need to be certified by the consulate.

Can a foreign-related notarization/document that is already in aforeign country apply for consular authentication with Chineseembassies and consulates abroad?

　　Answer: The Chinese embassies and consulates abroad do nothave the signature or seal of the domestic notary office or otherissuing agencies, and it is inconvenient to verify the authenticityof the documents. Therefore, in principle, applications forcertification of domestic notaries/books or other documents are notaccepted. The parties should send the documents back to China, andfollow the normal procedures to complete the consular certificationof the certification office or the local foreign affairs officeentrusted by the Ministry of Foreign Affairs and the certificationprocedures of the embassy or consulate of the country where thedocument is used.

Because the embassy certification usually takes a long time, inorder not to affect the customs clearance of foreign guests, weshould arrange the information as soon as possible. When you arenot sure about the endorsement issue, you should communicate morewith the guests, because the guests are more familiar with theregulations of their home countries than we are.
