　　绝大多数country的主管机构，如内政、民政、劳动或司法等部门，只接受经自己country的外交或领事机构双认证的外国文书。如涉外文书只办-理中国外交部或其授权的地方外办的领事双认证，而不办-理文书使用国驻华领事的领事双认证，会导致被文书使用国拒绝接受。因此，通常情况下，送国外使用的涉外文书需办-理双认证。只有在当事人明确了解文书使用国只要求对涉外文书办-理单双认证的情况下，才可只办-理中国外交部或其授权的地方外办的领事双认证，不办-理外国驻华领事的领事双认证。
