是否可以只办-理中国外交部或地方外办的领事加签，而不办-理外国驻华领事的领事加签?

　　绝大多数country的主管机构，如内政、民政、劳动或司法等部门，只接受经自己country的外交或领事机构加签的外国文书。如涉外文书只办-理中国外交部或其授权的地方外办的领事加签，而不办-理文书使用国驻华领事的领事加签，会导致被文书使用国拒绝接受。因此，通常情况下，送国外使用的涉外文书需办-理加签。只有在当事人明确了解文书使用国只要求对涉外文书办-理单加签的情况下，才可只办-理中国外交部或其授权的地方外办的领事加签，不办-理外国驻华领事的领事加签。

近期报关单加签需求激增，但出口企业所提交给我会加签的报关单中的验讫章模糊不清，使贸促会无法辨认印章字迹而不能给予加签。希望企业在向申请报关单的核销联或退税联时，特别注意提醒官员，印章要清晰。

几乎所有的country都对领事加签收取一定的费用，有的收费还较高。因此，企业在开展对这些country的出口贸易时要考虑到加签费用，尤其是对成交金额不大的贸易要注意这一点。同时还要注意有些country是按批次收费，有些country是依据invoice金额按一定比例收费。
