1.确认你的产品在中国是不是化妆品:

cosmetic product as industrially produced chemical product subjectto daily use, which areintended to be placed in contact with any external(身体外用，口服的不是化妆品) parts ofhuman body (skin, hair system, nails, lips) by spreading, rubbing,spraying, sprinkling etc., with the purpose of cleansing,correcting body odors, protecting, maintain function or changingtheir appearance.

so, the general skin care,body care, hair care, make-up and perfume are allcosmetics. but different from europe, the toothpaste, product forintimate part are not cosmetics in china. 牙膏在中国不是化妆品

2. 化妆品分类：①special usecosmetics(特殊化妆品) ②non-special use cosmetics （非特化妆品）

according to thefunction（功效宣称）, cosmetics can be divided as special use andnon special use products.
special use products refer to 10 items, hair growth(育发), hairdye（染发）, hair perm（烫发）, hair removal（脱发）, beauty breast（丰胸）, bodyfitness（健美）, deodorants（除体臭）, uv protection（防晒）, anti-spot（祛斑） andwhitening（美白）.

according to the place of origin, cosmetics will be divided asimported products and domestic products.

进口品与国产品的分类很简单，根据化妆品后一步的生产程序完成地点来分，一般后一步是灌装，如果在国内灌装就是国产，进口品同理。

3.委任rp(responsible person) 与ra(responsibleagent),其中ra是走上海非特备案的时候才用的到，其他注册与备案，我司可以作为品牌客户/分销代理客户的rp

4.检查配方中有哪些是限用原料，哪些是禁止用的。工具：iecic2015

5.上面四部全部ok了，就可以从cfda与local fda申报与备案了，此时准备产品的卷宗。

6.外观包装与产品功效宣称检查

7.此时若备案成功，拿着凭证去清关；备案失败，就重新提交补充材料。
