　　答：不可以。由于外交部委托可办-理领事加签的省级外办只掌握本省、区、市内涉外公证处或其他出证机构的签字或印章备案，对其它省份出具的文书不便核实真伪，不能为其办-理加签。因此，当事人应到户口所在地、居住地或有关事实发生地的涉外公证处或其他机构申办公证/书或其他文书，并到该公证处或其他机构所属省级外办申请领事加签。
