（三）、通过领事馆盖章可以使进口国的驻华领事馆对我国与其贸易进行统计和审查，特别是就进口国实行特殊贸易政策的货物实施审查并加以控制（如禁止或进口、反倾销等）。而且通过领事馆盖章可以防止商人的诈、弄虚作假和逃税行为。
