　　 对申请单位提交代理的单据文件审核后，对于可以办-理领事加签的单据（如产地证）和官/方机构、公证部门出具的文件（例如商检局出具的商检证、动植物检疫局出具的动植物检疫证明等），可按要求直接送外交部领事司进行加签。对拟办-理的领事加签，属于贸促会加签范围的单据文件，如：INV、提单、屠宰证、商检公司出具的商检证、保险公司出具保险单等，先由贸促会直接加盖单据证明专用章予以加签，然后送外交部领事司加签。对于需制作国际商事证明书的，先交中国贸促总会出具国际商事证明书，再送外交部领事司。

　　在领事加签中，由我国外交部领事司对单据文件先进行加签是外国驻华领事馆领事加签的先决条件。作为领事加签的前提和必经的程序，我国外交部领事司的加签是代表country对涉外商业单据文件进行审查。因此，对于需要领事加签的单据文件在外国驻华领事馆加签前，必须先由我国外交部领事司加签，而不得直接交领事馆加签。

外交部领事司办妥加签后，由外交部驻外机构服务中心送外国驻华领事馆办-理领事加签。
