a: some documents are first reviewed and stamped by the chinachamber of international commerce and local notary offices. thechamber of commerce and the notary office will review the seal orsignature on the commercial materials. after the review, the iccand the notary office will issue a certificate or notarization/book(see sample in this site), and the certificate has the signature ofthe notary and the seal of the international chamber of commerceand the notary office.

b: send the document signed by the notary of the internationalchamber of commerce or the notary public to the certificationdepartment of the ministry of foreign affairs. the consulatedepartment will seal the seals and signatures of the chamber ofcommerce and the notary public, and the ministry of foreign affairswill seal the stamped documents signature of the authorized personof the certification department (note: if the document does notneed to be sent to the consulate for stamping, if the stamping iscompleted at this step, it is called a single stamp of the ministryof foreign affairs. part of the country and part of the documentcan be handled by the ministry of foreign affairs. use)

c: after the documents are stamped by the certificationdepartment of the ministry of foreign affairs, they will be sent tothe consulates or consulates of various countries for stamping, andthe consulates of the countries will be stamped and signed by thecertification department of the ministry of foreign affairs. (sofar, it is called the double seal of the consulate)

d: after the consulate is stamped, it will be forwarded inreverse order in the order listed above. to stamp customers.

领事馆、领事馆盖章流程

a:部分文件先经过中国国际商会和各地公证处的审核盖章，商会和公证处审核商业资料上的印章或者签字，审核后并由国际商会和公证处出具证明书或者公证/书（样本见本站内），并且证明书上有公证员的签字及国际商会和公证处的印章。

b:将带有国际商会或者公证处公证员签字的文件,送至外交部认证司，由领事馆司盖章对商会和公证处的印章及签字进行盖章，在盖章的文件上由外交部认证司授权人签字（备注：如果文件不需要送至领事馆盖章的话，到此步骤就盖章结束的话，称为外交部单盖章，部分country部分文件办-理外交部单盖章即可使用）

c:文件由外交部认证司盖章出后，送去各国领事馆或者领事馆盖章，由各国领事馆盖章外交部认证司的印章及签字。（到此为之称为领事馆双盖章）

d:领事馆盖章结束后，再按上列顺序逆向转递。至盖章客户。

随着出口主体多元化，贸易方式多样化和单据形式种类复杂化，为了维护广大申请单位的切身利益，减少贸易磨擦，大限度地降低风险，根据有关规定和要求，将价格类、特殊商业inv等单据（证）划归以商事证明方式予以盖章。

涉外商业单据 主要包括：

1、商业inv（限于l/c结汇且invoice中不含任何“承诺性、性”条款）；

2、重量单；

3、装箱单；

4、提单；

5、各类运输证明（如船证明等）；

6、保险单；

7、其他用于结汇的单据或票据；
