领事认证的作用:

（三）、通过领事认证可以使进口国的驻华使馆对我国与其贸易进行统计和审查，特别是就进口国实行特殊贸易政策的货物实施审查并加以控制（如禁止或进口、反倾销等）。而且通过领事认证可以防止商人的诈、弄虚作假和逃税行为。

（四）、由于领事认证费用较高，因而从某种意义上说，是一种非关税性贸易壁垒，也可以达到变相进口的目的。同时，通过领事认证收取认证费用，也可以增加使领馆的收入。
