企业文件可自行翻译并双认证，官/方或其他组织机构的文件，需翻译公司翻译，并应提供翻译公司的营业执照副本复印件。

委内瑞拉、乌拉圭、西班牙为上海领事馆办-理，贸促会不提供翻译服务；其他在北京领事馆双认证的，贸促会可代为翻译，但要另收费，并延长办-理时间；

* 企业只做纯西文的文件双认证的，需提供一份中文翻译件作为佐证材料。

the time limit for dual consular authentication announced by thedepartment of consular affairs of the ministry of foreign affairsis a working day, not a natural day. embassies (consulates) inchina will generally be closed for temporary reasons such aschinese and foreign holidays, important groups coming to china,changing of posts, and summer vacations, so the visa time limitwill naturally be extended.

of course, some consulates raided overtime visas for somereason, and the visa time was naturally advanced. however, thissituation is rare. the safest thing is to apply for dual-consulcertification work in advance to avoid delays.

为什么有些领事馆不能按外交部领事司公布的承诺期完成文件双认证？

外交部领事司公布的领事双认证时限是工作日，不是自然日。驻华使（领）馆一般会在中外方节假日、重要团组来华、有关人员换岗、避暑等临时原因闭馆，签证时限自然会顺延。

当然，也有些领事馆因某种原因突击加班签证，签证时间就自然提前了，不过，这种情况不多。为保险的还是尽量提前申请办-理领事双认证工作，以免误时误事。

已经使（领）馆双认证的文件，可否修改？

已经使（领）馆双认证的文件不可以自行修改，文件若要修改，只能重新提交申请一份新的文件。

卡塔尔、科威特（同时双认证白色产地证）、黎巴嫩、约旦、叙利亚、阿联酋、伊朗、利比亚领事馆要求产地证、invoice必须一起双认证。

秘鲁领事馆要求双认证产地证需提供invoice复印件作为参考。

埃塞俄比亚 、 、科威特、（白色产地证英文部分公司填写，阿文部分由领事馆翻译，收20元翻译费）、伊朗、意大利领事馆要求另需填写特殊表格格式（可向我们索取）。

近期报关单双认证需求激增，但出口企业所提交给我会双认证的报关单中的验讫章模糊不清，使贸促会无法辨认印章字迹而不能给予双认证。希望企业在向申请报关单的核销联或退税联时，特别注意提醒官员，印章要清晰。
