中国国际贸易促进委员会(ccpit,英文全名chinacouncil for the promotion of internationaltrade)成立于1952年,是全国性对外贸易投资促进机构。

at this year's two sessions, tai lihua, member of the nationalcommittee of the chinese people's political consultative conference(cppcc) and head of china disabled people's art troupe, brought aproposal of "proposed to improve the system of in-class learning topromote integrated education for children with special needs",proposing to more systematically protect the educational rights ofchildren with special needs.

according to the proposal, ordinary schools lack both the willand the resources to accept and support disabled children inschool. based on the results of the national census on disability,there are more than 2 million disabled or special needs childrenaged 0-14. due to the increasing number of disabled children,uate allocation of educational resources and the lack ofrationality of planning and other problems, ordinary schools stillrefuse to admit special children. even in ordinary schools, the of education for exceptional children is worrying.

in 1994, the former state education commission (the ministry ofeducation) issued the "trial measures on carrying out the work ofdisabled children and juveniles following classes" (hereinafterreferred to as "measures on following classes"). some of theprovisions and guidelines at that time did not meet the actualneeds of promoting integrated education today.

the measures are a pilot document issued in 1994 to implementthe law on compulsory education and the law on the protection ofdisabled persons (hereinafter referred to as the "two laws"), whichwere revised in 2008 and 2017 respectively. the "measures forstudying in class" should carry out the guiding principle of thenew "two laws" in the general and specific implementationclauses.
