领事认证的概念

　 领事认证（legalization by embassy orconsulate），又称“使领馆认证”。从广义上来说，领事认证是指由外交、领事机构证明申请人所提交的文件上一个签字或印章属实，从而使该文件具有境处使用的法律效力。

领事认证的费用

一般情况下，办-理领事认证所发生的费用由我司先行垫付，待认证文件寄回，再据实结算。对于有不良记录（结算不及时等）的合作伙伴，则应预交办-理费用。

不予认证的规定.

领事认证是外交或领事机构以country名义进行文书推介和确认的活动。因此，当您的文书中有违反我国及文书使用国法律法规，损害我国主权和尊严及社会公共利益等内容时，认证机*关有权不予认证。同时，涉外公证/书、相关证明、单据等不符合《公证法》及《公证程序规则》等有关规定时不予认证。关于领事认证的相关解释权归外交部所有。
