据财政部、税务总局5月22日消息，国家决定升级集成电路和软件企业所得税优惠政策，进一步加强扶持力度，而政策的核心内容十分重磅：

对于合规的集成电路设计企业和软件企业，在2018年12月31日前自获利年度起计算优惠期，strong第一年至第二年免征企业所得税；第三年至第五年按照25%的法定税率减半征收企业所得税。/strong

也就是说，对于华为、中兴、海康威视等开展芯片研发的科技企业而言，可以享受到企业免征所得税的优惠政策。国家在这个时间节点提出这项政策，其背后的深意何在？

客观来看，国内芯片制造企业的处境可谓十分艰难。除了外部的打压外，2019年以来，芯片价格不断下跌，导致全球半导体市场“不景气”，国内很多芯片企业或将迎来远超前几年的竞争压力。

此外，国内存储芯片企业也各有难处。福建晋华因美光科技的知识产权诉讼而陷入搁浅，紫光集团、合肥长鑫的存储芯片目前尚未进入量产阶段，他们在产品质量和生产成本上与目前的国际巨头还有一定的差距，此时市场下行带来的竞争压力可想而知。

此次出台“两免三减半”的税收政策，对华为中兴等耳熟能详的企业有极大的帮助，降低了企业的税收负担、增加现金流周转能力。

在这个风口浪尖的时刻，国家出台这项政策是对某些国家强有力的反击，也是给国内坚持做自主研发企业的一剂“强心针”，让他们感觉到不是“孤军奋战”，这背后有国家和人民的支持，也能让他们更有信心应对国际挑战。

但是此番政策用意远不止于此，从长远发展的角度来说，中国要推动国内制造业从中低端向高端制造业全面升级，摆脱对高端芯片进口的过度依赖刻不容缓。显然，芯片制造技术是当今世界高水平的微细加工技术的体现，也是全球高科技国力竞争的战略制高点。财政部这样做能帮助企业成长，提高国家自主创新能力。

芯片行业技术更新快，资金投入大，而且回报周期长。

这种见效慢、成功率低的行业特点，使得芯片成为高风险产业，社会资本一般不愿意介入。而这种高风险又带来行业的“马太效应”，巨头玩家很容易形成垄断，后进场者压力巨大。
