进口货物除海关总署特准查验的以外，都应接受海关查验。查验的目的是核对报关单证所报内容与实际到货是否相符，有无错报、漏报、瞒报、伪报等情况，审查货物的进口是否合法。海关查验货物，应在海关规定的时间和场所进行。如有特殊理由，事先报经海关同意，海关可以派人员在规定的时间和场所以外查询。
