首先，组建滇西茶咖产业跨境贸易联盟，统筹腾冲、龙陵、施甸、昌宁种植资源，实行差异化定位：腾冲主打古树茶与精品烘焙咖啡，昌宁深耕生态红茶，龙陵侧重速溶咖啡原料与大众口粮茶，施甸打造有机绿茶基地，避免同质化竞争，形成完整产品矩阵，满足海外不同市场需求。其次，共建统一出口标准与质检体系，联合开展SGS农残检测、有机认证、RCEP出口资质办理，共用标准化分级包装生产线，降低单个县域外贸办证与生产成本。

依托腾冲猴桥口岸的边境通关优势，整合各县物流运力，共建区域性冷链仓储与跨境集散中心，打通“产地集中分拣—口岸统一报关—东南亚跨境分销”一体化供应链，大幅缩短货运时效。渠道方面合力开拓海外市场，组团参加国际农产品展会，共用跨境电商平台账号与海外经销商资源，以整体区域品牌对外推广，替代零散县域外销模式，提升议价能力。

同时推动产业文旅融合，打造茶咖跨境伴手礼组合产品，丰富出口品类。通过县域协同发展，将滇西茶咖从分散小农产业升级为规模化外贸支柱产业，共同扩大东南亚、南亚海外市场占有率，带动整片区域农业增收与乡村外贸经济长效发展。

Relying on the customs advantages of Tengchong Houqiao Port, allcounties integrate logistics resources to build a regional coldchain storage and cross-border distribution center, forming anintegrated supply chain of centralized sorting, unified customsdeclaration and Southeast Asian distribution. In terms of overseassales, they jointly attend international agricultural exhibitionsand share cross-border e-commerce and overseas dealer resources,promoting products under a unified regional brand to strengthenbargaining power.

Furthermore, integrate agriculture and cultural tourism tolaunch combined tea and coffee gift sets for export.
