the american conversation about protecting the environment began inthe 1960s.  rachel carson had published her attack on theindiscriminate use of pesticides, silentspring, in 1962.  concern about air and water pollutionhad spread in the wake of disasters.  an offshore oil rig incalifornia fouled beaches with millions of gallons of spilled oil.near cleveland, ohio, the cuyahoga river, choking with chemicalcontaminants, had spontaneously burst into flames.  astronautshad begun photographing the earth from space, heightening awarenessthat the earth’s resources are finite.

in early 1970, as a result of heightened public concerns aboutdeteriorating city air, natural areas littered with debris, andurban water supplies contaminated with dangerous impurities,president richard nixon presented the house and senate agroundbreaking 37-point message on the environment.  thesepoints included:

re four billion dollars for the improvement of watertreatment facilities;

asking for national air standards and stringentguidelines to lower motor vehicle emissions;

launching federally-funded research to reduce automobilepollution;

ordering a clean-up of federal facilities that had fouled airand water;

seeking legislation to end the dumping of wastes into the greatlakes;

proposing a tax on lead additives in gasoline;

forwarding to congress a plan to tighten safeguards on theseaborne transportation of oil; and

approving a national contingency plan for the treatment of oilspills.

epa注册通过之后，是否有证书？

答：简单产品类，不利用化学品发挥作用的产品：没有证书。但是公司和工厂信息登记之后，也就是获得公司号和工厂号之后，epa会发放一个通知函。

针对化学品类或者发动机类，有证书。
