directive2006/42/ec is a revised version of the machinery directive, thefirst version of which was adopted in 1989. the new machinerydirective has been applicable since 29th december 2009.
指令2006/42/ec是机械指令的修订版，该指令的第一版于1989年通过。新的机械指令自2009年12月29日起生效。
the directive hasthe dual aim of harmonising the health and safety reble to machinery on the basis of a high level of protectionof health and safety, while ensuring the free circulation ofmachinery on the eu market. the revised machinery directive doesnot introduce radical changes compared with the previous versions.it clarifies and consolidates the provisions of the directive withthe aim of improving its practical application.
该指令的双重目标是在高度保护健康和安全的基础上，协调适用于机械的健康和安全要求，同时确保机械在欧盟市场上的自由流通。修订后的机械指令与以前的版本相比没有引入根本性的变化。它澄清和巩固该指示的条文，以改善其实际应用。
(5) the memberstates' mandatory provisions governing construction site hoistsintended for lifting persons or persons and goods, which are oftensupplemented by de facto compulsory technical specifications and/orby voluntary standards, do not necessarily lead to different levelsof health and safety but, because of their disparities, donevertheless constitute barriers to trade within the community.moreover, the national systems for the conformity assessment andcertification of these machines diverge considerably. it istherefore desirable not to exclude from the scope of this directiveconstruction site hoists intended for lifting persons or personsand goods.
§8inclusion of construction site hoistsmd指令包括建筑工地起重机
construction sitehoists, that were previously excluded from the scope of themachinery directive 98/37/ec and the lifts directive 95/16/ec, arelifting appliances intended to be temporarily installed fortransporting persons or persons and materials to the differentlevels of a building during construction or repair. the fifthrecital explains that such construction site hoists are no longerexcluded from the scope of the machinery directive. certain newessential health and safety re relating to machineryserving fixed landings have been added to annex i to deal withspecific risks associated with this type of machinery.
建筑工地起重机是拟临时装设的起重装置，目的是在建造或维修期间，将人或人及物料运送到建筑物的不同楼层，而先前不包括在机械指令98/37/ec及升降机指令95/16/ec的范围内。第五部分解释了这类建筑工地升降机不再被排除在机械指令的范围之外。annexi增加了一些与固定登岸服务的机械有关的新的基本健康和安全规定，以处理具体的危险
with respect to theconformity assessment procedure applicable to construction sitehoists, it should also be noted that construction site hoistsinvolving a hazard of falling from a vertical height of more thanthree metres are included among the devices for the lifting ofpersons or of persons and goods listed in annex iv, item17.
合格评定程序适用于建筑工地起重机,还应当注意的是,建筑工地起重机涉及从垂直高度超过三米下降风险,人员和货物的起重设备列在annexiv,17项,即属于危险机械。
