哈尔滨量具刃具集团有限责任公司创建于1952年，是我国“一五”期间156项重点工程中唯一制造工量具产品的企业，被称为“共和国工具制造业的骄子”。经过近六十年的创新发展，哈量集团已成为中国大的精密工量具制造企业。
哈量集团下设3个国内子公司、1个德国子公司和13个生产专业厂，拥有量仪研究所（）、量刃具研究所、数控刀具研究所、数控机床研究所和热化研究所等科研机构。企业主导产品为精密量仪、数控刀具、数控机床及关键功能部件、通用量具和标准刃具五大类产品。连环牌(links)产品和商标先后获“中国产品”和“商标”荣誉称号，企业被授予博士后科研工作站，被评为中国工具行业排头兵企业和省级高新技术企业。
在1956年至1971年的十余年间，哈量集团曾先后援建和分迁了成都量具刃具厂、中原量仪厂、关中工具厂、青海量具刃具厂和桂林量具刃具厂等企业，为国家装备工业的发展作出了历史性贡献。
特别是国家实施振兴东北老工业基地战略以来，哈量集团抓住机遇，通过体制创新、机制创新、管理创新、科技创新，不断增强企业活力。
2003年，企业由“工厂制”整体转制为“公司制”，组建“哈尔滨量具刃具集团有限责任公司；2005年，实现了“国有控股，员工参股”特别是国家实施振兴东北老工业基地战略以来，哈量集团抓住机遇，通过体制创新、机制创新、管理创新、科技创新，不断增强企业活力。的混合所有制改造；在企业改制的同时，还成功并购重组了德国凯狮（kelch）公司，完成了一次“立体式技术改造”，为企业产品的提档升级提供了技术支撑，使哈量集团在该领域与国外先进水平的差距大大缩小，更为企业的长远健康发展增添了后劲。
