哪些产品出口菲律宾，需要办理PSI认证

1.       unless exempted under this order,all bulk, break-bulk, containerized and non-containerized cargoesarriving and entering in any port of entry of the philippines shallbe subject to a load port survey (lps) at the port of origin.

除非本发令豁免的产品，其他所有散货，散杂货，集装箱及非集装箱装载的货物都必须在，进入菲律宾任何港口前，在起运港进行装船前检验（lps）。

2.       bulk and break-bulk cargoes mayinclude but are not limited to the following:

散货和散杂货包括以下产品但不限于以下内容：

1)       liquids液体

2)       chemicals化工品

3)       petroleum products石油制品

4)       all other cargo shipped in bulk andbreak-bulk (e.g. wood, iron, steel, coal, grains,etc.)  

所有通过散货和散杂货方式运输的货物（如木材，铁，钢，煤，谷物等）

3.       imported cargoes surveyed bycotecna at the port of origin shall be covered by a load portsurvey report (lpsr) and summary report.  the procedures andinformation needed shall be detailed in the implementing rules andregulations.

经cotecna在起运港进行装船前检验的进口货物，将出具装货港检验报告（lpsr）和总结报告。具体的程序和所需的信息将根据细则和条例实施。

4.       cargoes entered into free ports andbound for the customs territory shall be subject to the re lpsr as provided in this order.

进入自由港或海关关境的货物应符合本法令所规定的起运港装船前检验报告（lpsr）要求。

5.       vehicles for special purpose (e.g.cranes, backhoes, bulldozers, ambulances, trucks, buses and thelike) entered into the free ports for conversion or retooling, andnot previously covered by an lpsr, shall be subject to the conductof discharge port survey (dps) prior to withdrawal from the freeport into the customs territory.  the provision on theimposition of the administrative penalties under section 8 of thisorder shall not apply in this particular case.

特殊用途车辆（如起重机，挖土机，推土机，救护车，卡车，公共汽车等）进入自由贸易港区的转换或再加工的，以及之前没有在起运港装船前检验（lpsr）检验范围内覆盖的产品，应在从自由贸易港区进入海关关境前进行卸货港检验dischargeport survey (dps)。关于征收根据本发令第8条执行的行政处罚，不适用于在这种特殊情况下。
