美国能源部(department ofenergy)简称doe，doe依据美国能效相关法规颁布了doe认证，其主要目的是节能减排、帮助用户节约电能，从而达到降低能耗需求、减少温室效应等相关作用。

美国联邦法规(10 cfr 430)明确指出：凡是进入美国市场的外接式电源供应器，都应达到小能效等级leveliv，且需在产品上明确标示出。不仅如此，也强制要求制造商、品牌商向doe提交两份重要声明文件。第一是产品达到联邦法规在能效要求的符合性宣告(compliancestatement)，第二是产品的首次证书报告(first certificationreport)，两份文件均须邮寄至美国能源部(doe, department of energy)。

doe认证法规包含10cfr429和10cfr430，其中10cfr429规定了样品选用规范和报告规范，10cfr430则规定了测试方法和符合性宣告规范。
